The "Blood in our hands" lyric indicates that America isn't really that innocent as far as starting wars, and the title implies that we can give justice, but we have to have an equal amount of mercy to give as well. "This is where they kiss" shows people that are "kissing and making up" if you will. It's almost like they are signing a treaty of forgiveness. >>
