This song is probably about death, and refers to The Bible, which says that when you die, you walk the earth for 1,000 years if you don't go to heaven. "One who lives while others lie" means some people live in heaven, but since the guy in the song lied, he stays out of heaven. (thanks, Cool Guy - Compton, CA)
