I personally do belive that he's talking about the Bush administration, though as apparent in the lyrics, and in general M2M was a more politically-based album. Also to expand on the EBow songfact, it's not really an "effect" so much as a device. It uses an elctromagnetic field that when touching the strings gives the notes a sustained effect.
