Geoff (Tate) wrote lyrics for that. It's about waiting for someone in the rain. It is talking about being far away from someone, a long distance... in a night... alone, and the guy is thinking about someone. The rain is a metaphor for loneliness, the rain is coming down and its used for a metaphor for being lonely. it's not all sunshine, blue sky, and beautiful weather while missing someone.
