This song is about a gigolo, a topic rarely covered in pop culture at the time (the Richard Gere movie American Gigolo wasn't released until 1980). It's clear that this guy is only in it for the money, as he'll take on a client even if "she's got a face that would stop a clock."
A track from the first Cheap Trick album, "He's a Whore" was written by their guitarist, Rick Nielsen. He liked the idea of the role reversal, flipping the phrase "she's a whore" so it applies to a man.
